Heritage figures were available in the back of many Sci Fi magazines and catalogs in 1977 and 1978. They are small metal figures and were available individually and in sets. They were available, unpainted, painted, gold plated, nickel plated. Also you could get many of them in keychain or pendant form.
Here is the boxed set, which to the best of my knowledge only came with unpainted figures.
